Fixed problem with importing and applied a security fix

Details

* Solved problem with importing of the project archive. It was failing on an empty ID of the parent review if a review contained no parent. It was also failing if the exported zip contained an empty issue key for a linked Jira issue.

* Updated minimum Crucible version to 4.8.9.

* Security fix: added permission checks for export/import/delete REST calls.
