First release of Issue Summary Conventions plugin. This plugin provides a way to create conventions (ie. rules) that apply to an issue's summary. Conventions are not mandatory, they only provide a way to help users creating issues comply with the active conventions.

Description
Adds the ability to define rules for the summary of issues. Rules or conventions are defined in a project's configuration page. In the 'Conventions' section.
A convention is based on a template. Two templates are available at the moment:
- Length control : Specify the minimum and/or maximum width of a summary
- Prefix : Specify a list of valid prefix values for a summary
Conventions can be scoped to apply to certain issue type and/or groups of users. Multiple conventions can be active that compound the rules applicable to an issue's summary.
When creating a convention, it is disabled by default. You can toggle it's state in the conventions overview page of a project.
Users creating an issue for which a convention applies will see in icon in the summary field that will indicate if the summary complies with the active conventions. Hovering over this icon will bring up the details of the active convention and how the current summary complies with them.
