You need to create issues in a related Jira instance and track them, but you do not have admin access to that instance? Now there is a solution to this.
With Forward and Track for Jira you can
- Connect to a forward Jira Instance with a regular user - no admin rights required
- Forward work items to connected Jira's and track them
- Map issue statuses and fields between instances
- Create forwarded issues with workflow post-functions
