Admin-owned questions per request type
A Jira admin enables Completa on a project, picks request types, sets the threshold, and writes the questions. Completa only checks whether the description answers that list.
Required questions you can edit
Admins write the questions in plain language, mark which are required, and can restore the baseline. Completa scores the description against this list, not a hidden rubric.

Completa Studio adds a description field on Jira and Jira Service Management create. A Jira admin owns the questions per request type or issue type. While someone writes the request, Completa scores whether the text answers those questions. Create stays blocked until coverage meets the site threshold (default 70%). The scored text is stored on the Completa field and copied into the native Jira Description.
This app is not Runs on Atlassian: the draft text is sent from Forge to Jev (jevtypesafe.org) for scoring. The API key stays in an encrypted Forge variable and is never shown in the browser.
On JSM, remove the native Description field from the portal request form and leave Completa. Team-managed projects need Completa added to the work type by hand.
