Open an issue and pick a language. That is the only step: the summary, description and every comment appear translated in the panel, links keep working, linked issues still render as cards, and code is left as written.
Compare puts original and translation side by side
One row per item: summary, description, each comment, original on the left, translation on the right. A reviewer checks a single sentence without reading the whole issue twice, and every row keeps its links and code.
Admins set it once and delegate per project
A site admin sets the connection, the languages people may translate into and the do-not-translate rules, then decides per setting whether team-managed project admins may override it. The API key is stored as a secret.
