Delegate groups, not the keyring
A site admin picks which groups are delegated and who may manage each one. No administrator rights change hands — only the ability to manage the membership of the groups you name.
Managers take care of their groups
Managers get one page listing the groups assigned to them, and a simple dialog to add or remove members. No configuration access, no other groups, nothing else exposed.
Every change lands in the audit log
Confluence records the administrator identity used for the change; the app records the person who actually made it, alongside that identity, so the two entries reconcile.
More details
An administrator opens Delegation settings, adds a group, nominates the site administrator whose rights will be used to carry out changes to it, and lists the people allowed to manage it. Those managers then see a My groups tab containing only their own groups, each with a dialog for adding and removing members — no access to the configuration, and no administrator rights granted anywhere. The audit log captures who added/removed which user(s).
