Security hardening. Approval actions now take the acting user's identity from the Forge
platform context rather than the client request, so an approval or rejection can only ever be
recorded as the person performing it. Administrator settings and per-page state reads are
authorisation-checked and scoped to the page they belong to.No functional changes, and no action required by administrators or users.
