AdminLedger for Jira gives administrators a read-only Jira admin audit for cleanup planning, governance, and budget review. It scans Jira metadata for custom field sprawl, unused workflow signals, archived project review needs, admin-like group sprawl, access review risk, optional Confluence report readiness, and directional license waste. Results are organized into a prioritized cleanup queue with severity, confidence, evidence, recommendations, estimated monthly waste, CSV export, scan history, and optional Confluence publishing.
Built on Atlassian Forge, AdminLedger stores app data in Forge storage and does not use an external backend or external AI service in v1. It is report-first and intentionally non-destructive: it does not delete fields, change permissions, remove users, rewrite workflows, or take cleanup actions automatically.

AdminLedger for Jira is the initial production Forge release. This version adds a read-only Jira admin review dashboard that scans configuration and access signals, prioritizes findings by severity and confidence, estimates directional monthly waste, keeps recent scan history, exports findings to CSV, and can publish review reports to Confluence when configured.
