The accounts your IdP cannot see
Nominate the groups your identity provider syncs and Ghost Seats flags everyone holding a seat outside them. Nothing will ever de-provision those accounts, so they keep billing after the person leaves.
Real activity, not "last seen"
Derived from what people actually did: issues created, commented, transitioned and worklogged. It separates the accounts that log in and do nothing from the ones that were never measured at all.

What is a ghost seat?
A billable seat nobody is using: the contractor who finished last spring, the account created outside your identity provider, the leaver whose licence was never revoked.
