Security: rule owner permissions verified before app-authority issue creation
Details

Security hardening. The hourly scheduler now verifies that the person who configured a
recurrence still has permission to create issues in the target project before creating it
with app authority. If they no longer do, the run is skipped and the reason is recorded in
the recurrence's run history.

Action required: recurrences created before this version have no recorded owner and will
skip until re-saved. Open each recurrence and click Save to re-authorise it.
