Details: New operational kill-switches per scanner domain.
What's new
Five scanner domains (addon, users, content-storage, config, governance) can now be toggled per tenant via Forge Feature Flags without shipping a new app release. Each domain has a scanner kill-switch (stops compute) and a dashboard kill-switch (hides the tile only). The default is fail-open, so an outage of the flag layer cannot take the app down.
The "governance" domain consolidates the previously separate Permission Audit, Workflow Audit and JSM Audit buckets behind a single kill-switch, because Forge allows at most ten feature flags per app. The operational separation of the three concerns is preserved.
No manifest changes, no additional scopes.
