Key highlights of the appDelegate locally scoped user and group management to Confluence space admins
Create and manage space user groups
Allow space administrators to create/delete their own groups and manage users within those groups. Space admins can manage those groups' permissions to easily manage access to the space and individual pages.

Confluence Space User Management (CSUM) is available for DC and Cloud (see the cloud app entry).
CSUM enables your System Admin to delegate user access management to space admins:
Space Groups: specific to and managed by the Space Admins
Delegated Groups: groups that are specifically nominated for management through CSUM Space Admin UI (ie they have to be a Space admin somewhere, even in their Personal Space!)
LDAP integration for data import as part of dynamic user creation
CSV import for bulk user change
