Auto activate/deactivate users - Optimize license

Make users who have not used Jira for a period of time to leave the license seat and give the seat to users attempting to log in to Jira within a scope.

Capacity reminder for group

To prevent automatic activation of users from exceeding an acceptable upper limit, you can set the limit, and a threshold can be set for sending reminder emails.
