Adds support for Jira Service Management v5.x by only loading the WorkBoard javascript files on the pages required for our plugin. This uses Jira Web Resources to accomplish this.
We had an issue where two different versions of CKEditor were being loaded on the page: one for JSM and one on our app.js. This change prevents us from loading our version on pages outside of the required pages in Jira.
