Access Request Service Desk upd2 - updated Jira Server workflow to support Cloud Jira

Access Request Workflow implements a controlled business process of providing access to Genesys resources. The current version is rebuilt from the Jira Server version, all Groovy scripts were replaced by Jira expressions and ScriptRunner post-functions.
