Push Notifications for Jira and JSM

tested in multiple browsers and no pop-up to allow notifications show, looks like tw-push-notifications.herokuapp.com is not working

  The app is functional, once the notifications from the browsers are permitted for the site. Ways of allowing notifications differ for various browsers, and depending on the version and settings, the pop-up might not be displayed, and manual allow might be needed.
