New Change Management Normal Change Request - updated Jira Server workflow to support Cloud Jira

Change Management Workflows implements a controlled business process that increases the likelihood of successful changes to Genesysproducts with mitigating risk. Current version is rebuilded from Jira Server version, all Groovy script were replaced by Jira expressions and ScriptRunner post-functions.
