You can define condition/validator like below:
- the summary of the issue is “title”
- and the name of the project is like “%Part%”
- the vote number of the issue is at least 100
- the due date of the issue is before 2019-09-09
- the assignee has role named “Developers”
- all of the subtasks match (the status of the subtask is "Done")
- none of the issues linked with "is blocked by" match (the status of the linked issue is "To Do")
