This app may help you by adding a new organizer to your standard creating process in Jira. Within our app it is possible to create new issues with an automatic set of links and delegation to a predefined user group. Therefore your project admin can define a new user group and its name. Based on this group one is able to define the kind of link that will be created. Afterwards you can genereate a specific kind of hierarchy of the issues.
