We use manage Inactive users plugin along side with Atlassian provided SAML / SSO Plugin for Overall User Management Security as per Internal InfoSec guideline.

This is a really useful plugin for Confluence Data Center to manage your user count on a regular basis. This plugin will automatically run for us every month to remove all inactive users in the system to free up some licenses. We used to do this manually once a month so this has saved us alot of time. Its very easy to setup and if you need help the dev team is really responsive and friendly.
