Adjusted Default Cursor Position When Working With Multiple Issues

Details

Customers commented that when working with multiple issues in transition screen the mouse pointer directly pointed to comment field, and that they would prefer mouse pointer to default to first empty text field. Cursor should now default to first empty comment field.
