It should show directly the content of the working directory, unless you have some automatic cleanup after build enabled.
Unfortunately you are second person with similar issues and in first case I could not find the root cause. I would gladly investigate further if you raise a bug on bitbucket issue manager, maybe we spot something.

As far as I know only the people with EDIT permissions on plan can see the command tab. You are right ofcourse a person can do a lot of damage. Same thing said above can be achieved by using maven or script tasks :) Actually it can be achieved via any build tool or by editing the plan ... since the user has EDIT permission :)

Installation
- Log into your Bamboo instance as an admin.
- Click the admin dropdown and choose Add-ons. The Manage add-ons screen loads.
- Click Find new apps or Find new add-ons from the left-hand side of the page.
- Locate Agent Power Tools for Bamboo via search. Results include app versions compatible with your Bamboo instance.
- Click Install to download and install your app.
- You're all set! Click Close in the Installed and ready to go dialog.
