To allow non-project administrators to create, edit, release and archive versions of a project, a new user interface is added to the project sidebar.
New project permission „Manage Versions“
Assign users or project roles to the new project permission „Manage Versions“. The corresponding users then are able to manage versions of a project.
Simple status change and edit
Easy to use drop down for status change from unreleased to released or archived and date picker for start and release dates.

Introduces a new project permission "Manage Versions" and adds a new tab to the project dashboard that enables user with this project permission to manage versions (create, edit, release, archive). This enables version management independent from administer project permission.
