Fix missing 'Select resolution...' placeholder

In this major release we have implemented new way of configuring resolutions on a per project basis via resolution schemes and issue type resolution schemes. Now you can flexible configure different set of resolutions on a project and issue type basis.

• Issue type resolutions overview as project admin tab
• Display only enabled resolutions for issue type in "Resolution" select field
