RY-1428 Fixed the backup tool, which set the wrong IDs for existing requirements.

RY-1406 Due to changes in Confluence 8.8, we've changed a lot our internal libraries. We're just publishing the Jira side to be consistent. It is not necessary to upgrade the Jira plugin for the sole compatibility of Confluence 8.8.
