BigPicture is a beast. It's complex and deeply integrated with Jira... but once you get things configured it is absolutely excellent. The Resource Management component alone is terrific if the teams and leadership want to figure out what everyone is working on, and capacity of the teams. Support is excellent - super responsive, and resolve questions and issues quickly.
