Kill context switching - get PR notifications when you push
Distracting a developer whilst they're in the middle of a task is bad juju. But, pull requests need to be regularly reviewed and actioned.
Developers are notified of outstanding pull requests when they push code to Stash. After a push is a good point to take a break from development and switch to a different task, like actioning pull requests.
Rather than enabling this hook per-repository, users can choose which notifications they want to receive whenever they push to Stash. Notifications are sent irrespective of the repository being pushed to.
