Fixed a bugs in Versions Gantt Chart.

We just lost texts for Marketplace listing which gives a more information about our App. That we need to do new version to get them back. Nothing has changed in our App.

Now only users with either roles project admin and project lead can change the Versions Gantt Chart, like drag and drop versions start and end dates, release and unrelease them.

This version works only with Jira 8.0.0 or above.
